On February 3, Senegalese Prime Minister Sonko attended the groundbreaking ceremony for Phase II of the rural well drilling project, funded by the Export-Import Bank of China and undertaken by CGCOC. The ceremony was also attended by Senegal's Minister of Water and Sanitation, Cheikh Tidiane Dieye and other cabinet ministers, the Governor of the Louga region as well as Li Yan, Charge d'Affaires of the Chinese Embassy in Senegal, and Rong Weidong, Economic and Commercial Counselor of the Chinese Embassy in Senegal.


Li Yan stated that the project will support the goals of Vision Senegal 2050 including food sovereignty, water security, and multi-purpose water resources development, significantly improving the well-being of the Senegalese people. Prime Minister Sonko, on behalf of the Senegalese government and its people, expressed gratitude to the Chinese government, noting that the project will improve the drinking water situation for more than 2 million people, particularly in rural areas, and make an important contribution to ensuring equal access to safe and reliable water resources for all Senegalese people.

The Phase II rural well drilling project is supported by concessional loans from the Chinese government. The loan agreement for the project was signed on September 4, 2024, witnessed by Chinese President Xi Jinping and Senegalese President Bassirou Diomaye Faye. The project plans to build and repair 85 wells and 89 water towers, lay 1,450 kilometers of water supply pipelines covering 13 regions outside Dakar. Once completed, the project will effectively address drinking water supply issues in rural Senegal, support local farmland irrigation, boost agricultural productivity, lay the foundation for the recovery of agricultural and pastoral development, and play a significant role in promoting social stability and economic development in Senegal.
